Reliability and Emergency Forecast

IDGC of Centre, JSC performs its activities in the territory of 11 regions of the Central Federal District of the Russian Federation. This region is subject to the risk of occurrence of natural emergency situations (hereinafter referred to as ES).

Acts of nature which may lead to ESs pose the highest hazard to the facilities of the power grid complex of the Company. Considering the longstanding tendencies, it is possible to forecast the possibility of occurrence within a year in the regions of presence of IDGC of Centre, JSC of one to three ESs of natural origin not above the inter-municipal levelIn accordance with classification under Regulation of the Government of the Russian Federation No. 304 of May 21, 2007 On Classification of Emergency Situations of Natural and Technogenic Origin..

No ESs of natural origin was registered in the territory of presence of the Company in 2011.

At the present time the Company has no potentially dangerous facilities, an accident at which could result in occurrence of an ES.. Such emergency situations are not predicted at the facilities of IDGC of Centre, JSC.

For prevention and management of ESs of natural and equipment related origin the Company has made the entire complex of precautions:

  • approval of documentation regulating interaction of the branches of the Company with the territorial subdivisions of EMERCOM of Russia, with government authorities of the constituent entities of the Russian Federation and local government administration, major consumers and companies;
  • conclusion of agreements with the Main Offices of EMERCOM of Russia for constituent entities of the Russian Federation, State Fire Service of EMERCOM of Russia, SAs of IDGC Holding, JSC, MES (Backbone Electric Grids) of JSC “FGC UES”, contracting entities for organisation of information exchange in the event of danger, the occurrence and reaction to ESs, technical breakdowns, cooperation in prevention and reaction to accidents at the facilities of the electrical power industry and ensuring of reliability of the electrical power supply of vital infrastructure;
  • establishment of headquarters for assurance of security of electric power supply of consumers with the participation of the branches of IDGC of Centre, JSC;
  • creation of volunteer emergency response teams (hereinafter referred to as “VERT”) in the structural subdivisions of the Company’s branches, for rescue and recovery operations on power equipment, the function which might be disrupted due to ESs.

Practical activities for action plans for prevention and liquidation of ESs were performed within the training sessions in preparation for the autumn winter period (hereinafter referred to as “AWPAutumn Winter Period”), and in training and command-and-staff training exercises. Branches of the Company carried out emergency response drills for introduction of schedules of phased blackouts; and schedules of emergency restriction of power consumption regime were developed and approved.

In 2011, IDGC of Centre, JSC organized training of personnel in the field of civil defence (hereinafter referred to as “SD”), protection of the population from ESs, and ensuring of fire safety in accordance with the requirements of the regulations of the Russian FederationRegulation of the Government of the Russian Federation No. 841 of November 02, 2000 On Approval of Regulation on Organisation of Training of the Population in the Sphere of Civil Defence, Regulation of the Government of the Russian Federation No. 547 of September 4, 2003 On Preparation of the Population in the Sphere of Protection from Emergency Situations of Natural and Technogenic Origin, Organisational Instructional Guidelines of the Ministry of Energy of Russia on the preparation of employees of organisations of the fuel and energy complex in the sphere of civil defence, protection from emergency situations and ensuring of fire safety for 2011-2015, Recommendations of the Main Offices of EMERCOM of Russia in the constituent entities of the Russian Federation..

Preparation and advanced training of the employees of the Company were conducted in the educational institutions of the Main Offices of EMERCOM of Russia for the constituent entities of the Russian Federation, and employees participated in command-and-staff training exercises in CD and ESs, in staff and site-specific training.

The heads of the volunteer emergency response teams (VERTs) of the branches underwent advanced training in the Main Offices of EMERCOM of the Russian Federation, on courses in CD and ESs of municipal formations, and on site with the personnel of the teams in the training groups. The courses encompassed the most effective methods and techniques of collective action in rescue and salvage operations, improved skills and knowledge of application of facilities, equipment and instruments of VERTs.

Training of employees that are not in the VERTs involved training sessions on the site of employment in the training groups of structural subdivisions, participation in exercises and training in CD and protection from ESs, according to the Company working programme.

To deal with emergency situations, including equipment breakdowns and accidents on the power grid facilities of IDGC of Centre, JSC, an emergency reserve of equipment and facilities was created (hereinafter referred to as the emergency reserve). Its formation and the procedures for utilisation are stipulated by the Regulation on Formation of the Emergency Reserve of Materials and Equipment for the Branches of IDGC of Centre, JSCApproved by Order of IDGC of Centre, JSC No. 195-TsA of July 21, 2010..

The emergency reserves are specified on the basis of the regulatory documents and approved by the General Director of the Company and Directors of the branches and are annually reviewed in accordance with the configuration of electrical equipment. Monitoring of the condition of the emergency reserve of the branches and the centralised reserve of IDGC of Centre, JSC is carried out on a regular basis.

In the event of use of the emergency reserve in ESs and accidents resulting in damage to the electrical grid equipment, the emergency reserve should be immediately replenished.

In the course if preparation to passing of AWP of 2011-2012 the emergency reserves of the branches and the centralized emergency reserve were completed to the fullest extent to the amount of RUB 202.812 mn.

Emergency and recovery operations in the 0.4-10 kV distribution grids are performed by the field service teams and the production teams of the power lines and substations services. In addition each branch has mobile teams for emergency situations at the power grid facilities of the branches.
